Managerial vs. Technical

Should the security manager be more managerial or more technical? If both, in which proportion? Does he need to really understand technology and security concepts?

The short answer, no surprise, is - it will always depend on specific business and a cybesecurity role, but you should expect to master - more or less - both areas.
